O: Tanit? R: Horse/palm same coin, different angle

I purchased this bronze coin in an online auction. Weight 4.6g; size 17x19mm.

The flan is odd. The obverse is much smaller than the reverse -- except where the neck is. Viewed edge-on the coin appears trapezoidal. The coin is seriously out-of-round, as though the coin was made an odd shape so there would be more room for the neck.

The odd flan seems to match a coin from Carthage in Sear GCV, #6510, although in that examples looks like a cast flan where the sprue wasn't broken off and not a neck extension.

There is a strange pit on the obverse in Tanit's hair. There is a smaller pit on the back in the exact same place. The pits are not in the center and this coin has certainly never seen a lathe!

The style is odd. I have no camera so I scanned the coin upside down to get a well lit image of the top. The corn-wreath in the hair is kind of there but the hair itself is crude. The curls (or ribbons) in the hair are really snaky. In fact, on eBay Tanit was described as 'Medusa'!
